Built three years ago, Forestry Department building is yet to open: The Tribune India

A five-story Forestry Department interpretive center near Lake Pong was built in Nagrota Surian over three years ago, but the contractor kept it locked.

In 2015, former chief minister Virbhadra Singh laid the foundation stone for the construction of the Wildlife Wing and its construction was due to be completed within two years.

The Forestry Department awarded the tender for the construction of the building to a contractor based in Palampur at an estimated cost of Rs 1.61 crore. Construction work began in 2016 and was completed in March 2018. Meanwhile, the department sought to depart from ongoing construction at an additional cost of Rs 1 crore.

The entrepreneur, whose payment of around Rs 92 lakh is pending with the department, kept the center locked and did not hand over his possession to the department. As a result, the building has yet to be opened even after its completion over three years ago.

Tushan Goyal, a building contractor, says possession of the building will only be returned to the ministry after paying dues.

The Interpretation Center was built for the purpose of promoting tourism activities in Lake Pong. It includes a nursing home, conference room, dormitory and parking. The complex has been inactive for years.

Rahul Rohane, Divisional Forestry Officer (Wildlife) Hamirpur, says the contractor has yet to complete some work in the building. “The contractor having opted for arbitration, the overdue payment will only be released after the arbitrator’s decision,” he said.

The contractor has not yet returned possession
